Establishing a Simple-yet-effective Approach of Early Warning System for Storm-Induced Earth-Filled Dam-Break Cases in Data-sparse Region

Historically, the occurrence of dam-break cases has been proven to cause significant loss life and economical damage. Apart from catastrophic nature dam-breaks, absence a robust disaster prevention system exacerbates disasters that occur. This study proposes an Early Warning System (EWS) mitigate impact disasters. However, predicting such is challenging, specifically in areas like Indonesia, where comprehensive data recording lacking. While it may be difficult predict sunny day break, storm-induced break more predictable. Therefore, this simple yet effective macro-based EWS for Earth-Filled Dam-Break Cases using macro approach based on Evacuation Clearance Time (ECT). By comparing ECT value with arrival time floods affected areas, additional evacuation can obtained, which will used determine EWS. The proposed Cengklik Dam given three levels warning indicated by reservoir water level at +141.36 m, +141.40 +141.45 m. With EWS, results show 100% people are expected reach point safely. case shows significantly reduce risk events.
